Is not it illegal for doctors to share medical records with other doctors without their consent?

My mother recently went to one of these clinics weight-loss Diet Pills. I had to fill out a form specifying what medicaltions that was already taken. It's nothing, but she has a recipe for Lortab for a while and not even think that put him there because they do not take. Anyway, the doctor at the clinic in order to obtain this information, without knowing my mother and told my mother in front of everyone in the clinic that could go to jail for not having information on the sheet!
